The basic idea of ventilating cigarettes is far from new. The earliest patent we have located was granted in 1889, which covered a cigarette having minute perforations in the cigarette paper distributed throughout its length (U.S. 939,004). A very large number of patents have been located since (ninety-four up to 1972) and these are listed in abstract form in Report RD.873-R, 8.3.72.
To our knowledge, the earliest laboratory work on the effects of ventilation to smoke deliveries was carried out in 1959.

[...] the proportion of smokers who block ventilation holes might be much greater than the 32% to 69% Kozlowski et al. (1980) reported from interviews. Our smokers denied blocking but were observed to block during the last few puffs when the cigarette was difficult to grasp without covering ventilation holes. [...] Since toxic smoke constituents are more concentrated in the last few puffs (Gritz, 1976), cigarette ventilation holes may prove less effective than originally thought for reducing smoking health risk in smokers of low tar and nicotine cigarettes.

Some smokers believe that they have responded to health concerns about smoking by selecting the lowest-tar cigarettes available. These are unrealistic beliefs. Hole-blocking is a major mode of compensatory smoking in smokers of these cigarettes.

Philip Morris U.S.A., is convinced that ventilation is today the best methodof reducing tar and CO. Philip Morris U.S.A. will employ electrostatic perforation over porous tipping paper for all cork tip brands and pin hole (Hauni dilution) perforation over porous plug wrap for all white tip brands.
[...]
Philip Morris U.S.A.'s present estimates for the additional cost of either of the aforementioned methods of dilution (electrostatic cork, or pin hole white) is 4¢ per thousand cigarettes. Philip Morris U.S.A. is preparing now appropriate Capital Appropriation Requests for conversion of most of their Assemblers to skip tipping.
In those markets that are tar, nicotine and CO sensitive -- you are encouraged to contact Mr. W.G. Lloyd in Richmond to be briefed further on this capability, i.e. encourage your early consideration and adoption.
CAPITAL APPROPRIATION REQUEST FOR APPROXIMATELY $7,000,000 TO PROVIDE PERFORATED TIPPING CAPACITY FOR ALL PHILIP MORRIS U.S.A. FILTER CIGARETTES

Note: SMOKING GUN! From Clifford H. Goldsmith, attorney, Arnold & Porter to Ross R. Millhiser, President, Board of Directors
We recommend that the Board approve the expenditure of approximately $7,000,000 to purchase machinery to enable Philip Morris U.S.A. to use perforated tipping on all filter brands not now ventilated. This program will give us the capability to better control and reduce the tar and nicotine delivery of our products.
In addition, in June of this year the FTC is expected to begin reporting the carbon monoxide (CO) content of cigarette smoke by brand. At this time ventilation through perforated tipping is the only effective means of reducing CO delivery. We feel we must be able to control CO to position our brands competitively and to respond quickly to any public reaction that may develop over CO.
[...]
Although equipment for this program will cost approximately $4,500,000, we feel the capital expense to do it in-house is justified for the 'following'reasons:
[...]
- Flexibility - In-house capability will allow us to vary our dilution levels at will. We will not be bound by suppliers' capacity, capability (or lack of it), and inventory.
- Competitive Advantage - We feel it is important to keep any moves we make in this area secret for as long as possible. Any order we place for perforated tipping for Marlboro would be impossible to disguise and would tip our hand to our competitors.
- Proprietary Secrets - Our current research into perforated tipping has yielded significant results. Our electric perforating process is truly invisible. This and other proprietary developments must be kept in-house and secret if they are to be a significant competitive advantage.
[...]
Because of the urgent nature of this project we are requesting the Board's permission to commit funds now before detailed investigations have been'completed.

Purchase of equipment to enable Philip Morris USA to use perforated tipping on all its filter brands. This will permit better control and reduce tar, nicotine and CO delivery. Also provides an assured supply and proprietary security. The urgent nature of this project precludes normal complete detail supporting this capital appropriation request. It may be necessary to amend this request.

[...] to assure required "flexibility" and "security" Philip Morris U.S.A. must have "in house" capability to produce tipping paper with the following kinds of dilution:
- Mechanical Perforation
- Laser Perforation
- Electrostatic Perforation
Regional Operations staff are encouraged to inquire directly with Mr. W. G. Lloyd in Richmond to be briefed further on reasons and benefits of such an in house installation.

I recommend that the Board of Directors approve the Supplemental Capital Appropriation request to provide perforated tipping capacity for all Philip Morris U.S.A. filter brands.
Our ability to vary the dilution of our filter brands without delay is important for product leadership. There is little doubt that as the years go by, all filter brands will be ventilated. Our capability to do this in house will give us a competitive advantage.

There is clear evidence (in Europe) of consumer reception to the concept. Irrespective of the ethics involved, we should develop alternative designs (that do not invite obvious criticism) which will allow the smoker to obtain significant enhanced deliveries should he so wish.
